Specific regulatory scope

Hydrogen peroxide is a biocidal active substance approved under the BPR for disinfectants PT1, PT2, PT2, PT4 and PT5. Based on the data available in the CAR – Competent Authority Report, the active substance is effective against numerous microorganisms (bacteria, yeasts, fungi and viruses). Specifically, with regard to viruses, hydrogen peroxide has been found to be effective against poliovirus and adenovirus. In this case, only the application by vaporization/aerosolization of the active substance is considered.

Technical-scientific evaluation

The mechanism of action of hydrogen peroxide is linked to its oxidizing properties and the denaturation of essential components of microorganisms. In fact, the antimicrobial activity arises from the formation of powerful oxidants, such as 15-hydroxyl radicals and oxygen singlets. These reactive species cause irreversible damage to cellular components and DNA.
Depending on the application method, it can have multiple uses. There is a typical decontamination process based on hydrogen peroxide in the form of plasma gas, with which a predetermined rate of hydrogen peroxide is vaporized and injected into a decontamination chamber. The aim is to promote the formation of a thin film of hydrogen peroxide on exposed surfaces as quickly as possible. Once the required amount of hydrogen peroxide has been dispensed, the aeration phase takes place; where the hydrogen peroxide vapor is catalytically converted into oxygen and water. For surface/room disinfection, hydrogen peroxide can be applied by aerosol or steam.

Diffusion in the Environment

Diffusion by aerosol, with equipment capable of producing particles in the order of 0.3-0.5 µm, allows for uniform diffusion in the environment. Responsible for the biocidal action of the product are the highly oxidizing hydroxyl radicals OH-. The application of vaporized hydrogen peroxide has proven effective not only on a large number of microorganisms but also for the treatment of hospital environments that had hosted patients affected by the Lassa and Ebola viruses (56,57). Hydrogen peroxide decomposes rapidly into water and oxygen in various environmental districts, such as surface water, soil and air. Furthermore, it decomposes already in the sewage before reaching the sewage system, with a low environmental impact.
Finally, with regard to its hazardous nature, hydrogen peroxide is classified in a harmonised way according to CLP31 as: oxidising liquid of category 1 [Ox. Liq. 1 – “may cause fire or explosion (strong oxidiser)]”; corrosive to the skin of category 1 (Skin. Corr. 1A – “causes severe skin burns and serious eye damage”) and harmful if swallowed and if inhaled of category 4 (Acute Tox. 4 – “harmful if swallowed” and “harmful if inhaled”).

Usage

Given the classification of the active ingredient, as well as the method of application, the use of vaporized/aerosolized hydrogen peroxide is restricted to professional operators only. For treatments, the appropriate precautions must therefore be observed (DL.vo 81/2008) and it is also necessary to respect the times for access to the premises and the decay times.
